Under OSHA 1910.410, a designated Dive Safety Officer must be identified before any commercial or public safety dive begins. In Recovery Mode, IncCommand will hard-block the dive schedule if no DSO is assigned.
In Rescue Mode (immediate life safety), emergency staffing exemptions apply — but you should still assign a DSO as soon as additional personnel arrive on scene.
